Xander Harcourt
Vice Mayor Ward I, Liaison for Police & Code Enforcement

Xander Harcourt has been a Prince George’s County homeowner for nearly 15 years. He has been a homeowner in incorporated District Heights for a bit over 3 years. He resides on Gateway Blvd.

Xander currently works as a Program Analyst with the Library of Congress, where he has worked for over 20 years. During this time, he has extensive management and project management expertise (Agile Product Management with Scrum certified and Waterfall Project Management expertise); has worked in the Copyright Public Information Office, traveling all over the country as a subject matter expert in his field. He is also a 2020 Library of Congress Leadership Development Fellow and 291s AIPLA (American Intellectual Property Association) Award recipient, for his outstanding public service as a Senior Copyright Information Specialist.

Prior to relocating to Maryland, Xander worked for the Detroit Police Department as a Child Abuse Detective. As a patrol officer, Xander acted as the Community Policing liaison working closely with seniors for his precinct and as a Law Enforcement Explorer advisor, working with youth interested in law enforcement careers (13-18). He received certification from Virginia Tech in Community Policing and D.A.R.E (Drug Abuse Resistance Education). In addition to working in Child Abuse and as a patrol officer, his assignments included: Chiefs staff- Planning and Inspection Unit, writing policy and procedures for the Department; Detailed to the Public Information Office, processing FOIA requests and issuing statements to the press.

He has volunteered with Everybody Wins! A literacy program for 3rd and 4th grade children acting as a mentor to share his love of literacy for 3 years. He has also worked on and donated to numerous bike-a­thons and other charity events benefiting underprivileged kids. He regularly contributes time and money to CFC in support of charities he is passionate about.

Xander has worked on and spearheaded District Heights committees, such as the Website Committee and the Census committee (networking with the Census Bureau to secure swag for the City). Xander has also organized a series of “Get out the Vote Drives” and food giveaways in partnership with Saint Paul Church and Commissioners Miller and Irving during the last Presidential Campaign, registering people in the community to vote and informing them of the voting process.

His goals as Ward 1 Commissioner:

  • Work collaboratively to address installation of a permanent police chief.
  • Work as a commissioner for all District Heights residents.
  • Engage in a spirit of trust, accountability and integrity.
  • Work with the residents, Mayor, commission, and staff in a professional, respectful, decent and fair manner. Listening deeply and engaging with curiosity.
  • Increase voter participation and community engagement - This is “your” government!
  • Work on programming that appeals not only to youth or seniors, but to a broader range of our community demographic (parents; singles; multi-cultural; etc.)
  • Technology to make our community more efficient, environmentally friendly and appealing for residents and businesses and staff.
  • Outreach that is more inclusive and mindful of our rapidly diversifying community - Everyone and all ideas are welcome!
  • Institute cultural programming for residents that centers around the arts, such as a District Heights Artscape (Like Baltimore City’s Artscape).
